AS15 is a legacy/experimental allocation registered under ARIN to "DYNAMICS," and it is the SRI/DARPA-era experimental "NET DYNAMICS EXP" (Network Dynamics) allocation — not Digital Equipment Corporation, which is a widespread folklore error. RFC 1020 (November 1987) lists it verbatim as "15 NET DYNAMICS EXP [ZSU]," and RFC 923 records that IANA originally assigned the 128.64–128.79 space to "Net Dynamics Exp," contact Zaw-Sing Su of SRI; the current ARIN POC ZSU-ARIN is the same SRI internet pioneer (co-author of RFCs 810, 819, and 830). The DEC association is not supported by any authoritative source: DEC's genuine early ASN was AS33 (DEC-WRL-AS, Digital Equipment Western Research Lab) per RFC 1020, and DEC's Class-A holdings were network 16 (DEC-INTERNET) per RFC 1166 — so the DEC→Compaq→HP→HPE corporate lineage is irrelevant to AS15.
